The nationwide legalization of non-medical cannabis by the summer of 2018 presents major challenges for all orders of government. Our cities and communities, after all, are the places where non-medical cannabis will be legally sold and consumed.
Getting this right is a big job. That’s why today we are launching the Municipal Guide to Cannabis Legalization.
FCM worked with legal, land-use planning and policy experts to develop a roadmap for how municipalities might choose to adapt, develop and enforce bylaws in domains ranging from land use management to business regulation to public consumption. We offer policy options and corresponding suggestions for changes to local rules and by-laws.
